Jakarta, November 12, 2025 - OREX SAI, INC. (OREX SAI), a joint venture of NTT DOCOMO, INC. and NEC Corporation, together with its Indonesian subsidiary PT OREX SAI Indonesia and PT Solusi Sinergi Digital Tbk (SURGE), today announced the launch of a full-scale commercial agreement to deploy Open RAN-based 5G Fixed Wireless Access (FWA) 1.4GHz services across Indonesia. The partnership aims to expand affordable, high-speed Internet connectivity to unserved and underserved communities, supporting the Indonesian government's vision of digital inclusion and nationwide connectivity.
Following the comprehensive agreement signed in March 2025, both companies have completed joint preparations for commercial deployment, including technology demonstrations and lab trials. In June 2025, OREX SAI established PT OREX SAI Indonesia to lead local operations and developed the first Type-Approved Radio Unit (RU) for the n50 (1.4GHz) band in Indonesia - a key milestone in domestic 5G FWA innovation. By leveraging the Japanese government programs such as, the Ministry of Internal Affairs and Communications’ "Subcontract for verification, maintenance, and operation of the network for the expansion of open RAN in ASEAN countries and other foreign countries" for Lab Trial and the Ministry of Economy, Trade and Industry's “Global South Future-Oriented Co-creation Project (Large-scale Demonstration ASEAN Member States) for Pre-Commercial Trial”, SURGE and OREX SAI have worked closely to prepare for commercial launch.
SURGE’s successful bid for Region I through its subsidiary, PT Telemedia Komunikasi Pratama, covering more than 60 percent of Indonesian households, positions it to lead the national rollout of affordable broadband infrastructure. Fixed broadband penetration in Indonesia remains among the lowest in ASEAN due to high costs. To close this gap, SURGE will offer flat-rate 5G FWA service at around IDR 100,000 (≈ USD 6) per month, providing speeds of up to 100 Mbps with no data cap and free installation. SURGE plans to assign up to 4,800 base stations to OREX SAI for the initial deployment phase in 2026, including network equipment and services required to build the FWA infrastructure.
Under the agreement, OREX SAI will deliver the world’s first commercial Open RAN FWA 1.4GHz system as the primary end-to-end provider. The system incorporates Open RAN and 5G Core (5GC) technology from NEC Corporation, ensuring a scalable, future-ready architecture for nationwide deployment.
In parallel, PT Telemedia Komunikasi Pratama has signed agreements with 26 local distributors as part of the initial Go-To-Market plan targeting areas within Region I. This agreement forms an integral part of the end-to-end ecosystem collaboration, enabling the rapid delivery of affordable broadband services to unserved and underserved households across Indonesia.
